This framework is designed for public officials, policy advisors, researchers, and residents seeking to understand housing options and classifications in the Raleigh area.

Housing Pathway Categories

1. Rental Housing

Occupancy of a dwelling unit under a rental agreement, where a tenant pays rent to a landlord in exchange for the right to occupy the property for a specified term.

  • Market-rate rental: Units priced at prevailing market rates
  • Affordable rental: Units with restricted pricing based on income limits
  • Subsidized rental: Units with government rental assistance

2. Ownership Housing

Occupancy of a dwelling unit where the occupant holds title or a cooperative membership, establishing ownership interest in the property.

  • Single-family ownership: Detached homes held in individual ownership
  • Condominium ownership: Individual unit ownership within a multi-unit building
  • Cooperative housing: Membership-based ownership in a corporation that holds title

3. Transitional Housing

Temporary housing designed to bridge the gap between emergency shelter and permanent housing, typically with supportive services and a defined program duration.

  • Time-limited occupancy with program requirements
  • Typically serves specific populations with documented need
  • Often connected to supportive services and housing navigation

4. Shared Housing

Arrangements where unrelated individuals or families share a dwelling unit, with shared common spaces and typically individual sleeping quarters.

  • Roommate arrangements: Shared units among unrelated adults
  • Accessory dwelling units: Secondary units on single-family properties
  • Single-room occupancy: Individual rooms with shared common spaces

5. Assisted Living Alternatives

Housing arrangements that combine residential occupancy with varying levels of support services for individuals who need assistance with daily activities.

  • Assisted living facilities: Licensed facilities with care services
  • Continuing care retirement communities: Multiple care levels on one campus
  • Aging in place support: Services enabling independence at home
